Galloway PAL

3/4 Boys Rules

1-Height of Basket: 9 Feet 

2-Time of game: Two 20-minute halves- Clock stops last 2 minutes of each half.

3-Halftime: 3 minutes or at referee's discretion. Time permitting. Only PAL team players are permitted to be on the court during warm-ups. NO OTHER KIDS ARE ALLOWED ON COURT DURING HALFTIME. All coaches and referees are asked to help keep spectators off the court so players can warm up and the games can continue in a timely manner. 

4-Overtime: Overtime will consist of one 2-minute period. 1 running minute and 1 minute stopped. Each team will receive one additional timeout per overtime period. Timeouts not used in regulation will carry to overtime. No Game Can End in a Tie. 

5-Timeouts: Each team will be permitted 2 timeouts per half each lasting one minute 

6-Foul Shots: Upon a foul shot, players are allowed to enter the lane when the shooter releases the ball. 

7-Personal Fouls: Each player will be permitted 5 personal fouls. A player will be disqualified after their 5th person foul. 

8-Technical Fouls- A Technical Foul to a player will count as both a personal and technical foul. That player must sit out for 3 minutes after their first technical foul. Any player receiving a second technical foul will be disqualified from the rest of the game and also the following game. Coaches receiving two technical fouls must immediately leave the gym and shall remain suspended from coaching until reinstated by the executive board. 

9-Bonus Fouls: The one and one will begin at the 7th team foul, and the double bonus will begin at the 10th team foul. 

10- The press and pressure defense: Backcourt pressure (full press) is allowed during the last 2 minutes of each half unless a team is ahead by 15 points. If a team is ahead by 15 points or more, they will NOT be allowed to press.  The defensive team must stay behind the three point arch for 5 seconds after the offensive player with the ball crosses the mid-court line.  After 5 seconds, they are permitted to cross the three point arch and apply pressure.  NEW RULE EXCEPTION: ONE PLAYER MAY GO PAST THE 3 POINT LINE AS THE OFFENSIVE DRIBBLER IS NEARING THE HASH MARK ON THE DEFENSIVE SIDE.  THE PURPOSE IS TO MEET THAT DRIBBLER AND TO PREVENT A LONG 3 POINT SHOT WITHOUT DEFENSE.  THE OTHER FOUR PLAYERS MUST WAIT BEHIND THE 3 POINT LINE FOR 5 SECONDS.

11- Lane infraction: An offensive player is only permitted in lane for 5 seconds.  This is a loose rule as the younger kids do not understand the concept.  If someone is completely violating the rule, such as camping in the line indefinitely, the referee should call it and explain it to the player.

12-Seatbelt Rule: Only one coach can stand at a time. One coach up, one coach down. Only TWO coaches are allowed on the bench. No one other than players and 2 coaches are allowed on benches. The HEAD COACH will be responsible for the team's conduct and is the only one who can talk to the referee. 

13- Referee Calls: There will be NO arguing with the referees by ANY player at ANY time. Arguing may result in a technical foul. Coaches are expected to adhere to the PAL coaching guidelines. 

14- Playing time: Every player must play at least half of the game (20 minutes) unless the player cannot due to medical conditions. A coach must notify the opposing coach as well as the commissioner should before the game. Failure to comply with this rule may result in a forfeit of the game as well as loss of coaching privileges. 

15- 3 Point shots: 3-point shots are permitted 

16- Scorebook: Upon coaches arrival to the gym the coach will report to the scores table and check your team's lineup. Although the book may be filled in, the COACH is responsible for checking that the players names match their shirt number. 

17- Uniforms: All players must be in proper uniform with a number or they will not be permitted to play. All shirts must be tucked in. There will be NO ALTERING of a uniform. Cutting the uniform or writing on it is not permitted.  There will be no replacements of uniforms.  Only GallowayPAL issued uniforms are permitted.

18- Jewelry- NO jewelry of ANY kind is permitted to be worn. This includes bracelets, rings, earrings, necklaces, or piercings. Cell phones are not permitted to be used on the bench or during games. 

19- Clock + Scorekeeper: On the schedule the team listed first will be the VISITING team. Teams must sit on corresponding benches as noted in the scorebook. 

20- Substitute Player: A team will be allowed a substitute player if the team has 6 players or less. The player MUST be a PAL registered player and will be assigned to the team by the PAL official on-site. If a player is a late signup and is not on a team that player will be allowed to play before a player that is already scheduled to play that day 

21- Playoffs: All teams will participate in the end of season playoffs. The playoff seedings will be determined by season records, and a playoff schedule will be made at the end of the regular season. 

22- Benches: ONLY 2 coaches and the players on that team are permitted to sit on the bench. 

23- Concussion Protocol: Concussions are a serious condition. ANY player that hits their head or has ANY concussion like symptoms will be removed from the game immediately. That player may not play again until they get DOCTOR'S clearance to play again. 

24- If a situation arises during the game which is not covered by these written rules either the Commissioner and Referees will make the final decision. That decision will be FINAL, if a rule is not spelled out in this set of rules the rule shall revert to the New Jersey High School rules.
